      Justin, thank you for the question. Here is the response from LCMS Rosters, Statistics and Research Services:

      Each congregation would decide how to handle that process as they see fit. Secular universities typically purchase lists of youth sold by organizations like the College Board and ACT, Inc., in addition to getting them directly from high schools. These secular resources likely already include a great number of our LCMS youth, certainly those who have participated in standardized testing. The annual request to congregations is a way to help the Concordia universities and seminaries focus recruitment efforts on these LCMS young people who will also be getting inundated with non-LCMS options.
