The Commission on Constitutional Matters (CCM) ordinarily issues its opinions to coincide with the publication of the minutes of its meetings, at times providing early copies to those most affected.
In the case of the following opinion, the CCM distributed early printed copies to the Council of Presidents and the Board for International Mission. Because the opinion has been circulated beyond those two groups, prompting widespread discussion without knowledge of the content of the entire opinion, the commission deems it advisable to make the opinion immediately available to the public.
